When we decided to exchange links with our holiday and travel partners we decided that we would promote them links, not hide them, take for instance our links with our partners in Scotland. We produced a page in pure html with nothing to deter a search engine from indexing that page i.e no scripts, no "?", no "NOINDEX" or  "rel="nofollow" in fact we added pictures and images related to the Scotland and then we added articles related to the theme of France and Scotland, the meta tags were set to promote the page hard work ,yes but good results for our website and for our partners who are on that page.
